My statement on today's markup of the Kids Online Safety Act: The legislative process is broken.

Today, the Senate Commerce Committee reported the Kids Online Safety Act (KOSA) favorably. Predictably, the committee made no attempt to address, or even discuss, a mountain of serious constitutional and practical concerns raised by civil society. The purpose of a Congressional committee is to gather information and ensure that bills are carefully and properly drafted before they are sent to the floor. The unfortunate reality is that Congress is presently not interested in doing this difficult but important work. Instead, they work behind closed doors, without considering information inconvenient to their desired outcome. In failing to hold hearings and meaningfully interact with stakeholders to address glaring problems, this committee—like others—has abdicated its responsibilities to the legislative process, the Constitution, and the American people.
