All of those RPG questions going around can be answered for me with three games: OD&D, AD&D and Classic Traveller 1977.
I've been playing them since 1978 and actually played all three in the past month or so.

We have a Traveller campaign, and our first woman player wanted a character loosely based on Donnie Darko and Mr. Spock. She wanted to be Donnie Spocko. I gave her my policy on modifying derivative names, so she tweaked it to Don Ispako. Don has a demon jack (an outlawed AI in his brain), and as a result questions his own sanity at times.

Not really what you are asking for, but I am very fond of the Starship Geomorphs by Robert Pearce. But they are for sections of starships or space stations or ground buildings at that sort of tech level.
Which probably isn't what you mean by "otherworldy elven city."
(Note that while they are designed for the #Traveller Space #ttrpg, they aren't particularly specific to that game or setting.)
