@valkyrie Interesting. Thanks. That site is not a source. Also the date & numbering of the document only come up on ibiblio & Dokumen pub as a scan with no traceable source that I can find a reference to & DP is suspect. Nothing matching the key words comes up on a legit gov correspondence site..@cryptadamist
