A team of workers from the “US Service” developed step-by-step plans for carrying out ’s order to , & initiatives from the federal government—& over the next six months intend to expand that campaign dramatically, acc/to documents obtained by WaPo. DOGE aims to target staffers who are NOT in roles & employees who work in offices established by to ensure , internal DOGE documents show.

In the coming weeks, the docs show, has planned for the admin to trim staff from dozens of offices across the executive branch, including those that protect employees’ & others that investigate complaints of employment in the federal workplace. Among the groups targeted are a office that works to ensure all receive to care & an office within that provides info about the of minority populations.

The team is also looking to place on leave, & ultimately , scores of government employees who do not work in roles but who perform functions that DOGE [in their biased view] determined were somehow related to DEI, the documents show. It is unclear precisely how DOGE intends to decide whether employees’ jobs are tied to DEI. Such a strategy will push, if not violate, the & will draw challenge, team members wrote in the documents.

The internal docs reveal the scope, speed & ambition of 's work. In this stage, DOGE planned for the admin to place on leave some employees working at statutorily required [by federal legal statute] offices. The admin is also supposed to cancel “-focused” federal contracts & grants. And the admin is meant to ID workers across the govt who hold non-DEI jobs but who can be tied to initiatives through unspecified other means….

“There are DEI-focused personnel embedded throughout divisions that do not have any identifying criteria in their name,” one doc states. “Phase 2/3 will be focused on identifying these employees & putting them on administrative leave.”

Some of Phase 2 appears to be underway at the Dept. The dept last month placed on leave nearly 100 employees in non-DEI roles after staffers unearthed personnel records showing most took a during the first admin….

The team identified 131 agencies within the , then assigned one of at least 30 reviewers to examine all the agency’s sub-offices & employees. DOGE staffers searched each agency’s structure & personnel for the terms “,” “,” “,” “” & “.” Reviews were often completed within a day or two, records show.

The grp compiled 2 lists, “ Grants to Eliminate” & “DEI 10 Contracts to Eliminate,” detailing ~$380M from , Dpt, & . Most contracts were for , or workplace surveys. to cancel included $22.2M “ Workforce Diversity” program at Resources & Services, to encourage nursing careers for minorities, & $8.35M “” initiative to promote racial , incl’g by ending race based neighbor .

And, citing an article from the ** media outlet Daily Wire as their inspiration, team members analyzed >800 federal job postings w/ responsibilities on usajobs.com to determine that 50 had been filled in 2024, the documents show.

“The employee names are not [available],” one DOGE spreadsheet reads, “but included below is as much information available about each of the jobs, so we can find the hired employees in Phase 2.”

The docs also detail scripts for what staff should say in calls to interim agency heads explaining ’s anti- , as well as what those interim agency heads should say in calls to employees tasked w/carrying out that order.…

The docs further include suggested versions of the email agencies could send to inform employees in DEI roles that they were being placed on leave.
